Those names were already in widespread use, often being inherited
from C language or the earliest C++ implementations, so were not
changed after the committee decided on naming conventions.

The STL and much of the standard library came after naming
convensions were established, so conformed to those convensions.

It may be in the minutes since it was voted on. And then reconfirmed
at a later meeting, if I recall correctly.
