Andy,

Why not carry use gcc on NT4?

I've started using the Cygwin tools on NT4. They include a Win32 port of gcc
2.95 and other GNU tools (bash,make, debugger, etc). I've been pleasantly
surprised by them. Perhaps you could persuade your colleague to download
them from a mirror via http://sources.redhat.com/cygwin/
