Add this to the next release? (was: Re: New config.hpp macros for non-type template arguments?)

Shouldn't we add this to <boost/config.hpp> for the next release?  I think
the #ifdef BOOST_MSVC in the upcoming "crc.hpp" would really need this
switch instead.
