Others and I have put various numeric types in the vault.  There 
is only one set of standard input formats for integers, and the 
integral numeric types we make should support those formats.  
I've made a set of classes, class templates, and function 
templates to read standard-formatted integers.  We can use this 
new stuff to handle most of the work, with very fine detail, of 
integer reading.

For you IOStream demi-gods, are there any problems with the 
formats the code handles (accepts stuff it shouldn't, rejects stuff 
it shouldn't)?
