[boost] Lambda library: formal review period extension

As several people have requested more time to evaluate the library in
details, and as the library size and importance well warrant that, the
formal review period of Lambda Library by Jaakko Järvi and Gary Powell is
extended until Wednesday, March 27th.

Once again, the library is available at
