[boost] Spirit review result

Spirit has now been accepted into boost.

Many comments were made during the review period which Joel and Co have
responded to already, so I won't repeat them here.  However I would
encourage the authors of:

>   * There are several libraries within Spirit that can (should) be
refactored
> into separate Boost libraries. This includes:
>     + The multi-pass iterator
>     + The file iterator
>     + The position iterator
>     + Ternary search tree

to consider submitting these to boost in their own right - for now I suggest
that Joel adds these as internal parts of Spirit.

Congratulations to everyone involved for putting together such a fine
library!
