I have never seen any formal specification of LaTeX. 

By the way, LaTeX is actually "just" a packet of TeX macros; the real
language underneath is TeX, which is specified in:

    The TeXbook,
    Donald E. Knuth,
    Addison-Wesley,
    ISBN 0-201-13448-9.

I am not aware of any other authoritative reference documentation.
