I've checked in the one I'm using.

You can probably figure out how to do the same thing for borland, so
you have bcb4, bcb5, and bcb6 toolsets.  In the meantime there's a
BORLAND_VERSION variable you can set to control the one you want to
generate the regex libs for.

Please check all configurations to be sure that they work.
