[boost] "Expect" exactness from your input

I added a file "iomanip_expect.hpp" to the Sandbox CVS.  It provides
manipulators to read an exact string from an input stream.  This gives
functionality from std::scanf that C++ I/O never had.  Changed files
"iomanip.hpp", "iomanip.html", and "iomanip_test.cpp" give additional tips.
