The committee members can confirm this, but as I recall I was told they would
put me on the LWG reflector if I submitted a proposal. So my understanding is
that if there is a need you are included even if you aren't a committee
member. Taking your question another way, John Maddock wrote at least a
couple of the accepted TR1 proposals and he isn't a committtee member -- so
maybe it is an advantage ;-)
