[boost] [concept_check] Failures because of broken Jamfile.v2

These failures <http://tinyurl.com/r6z9t> seem to be because the 
Jamfile.v2 in the branch has incorrectly defined the tests as link-fail 
instead of compile-fail. The HEAD version of that Jamfile.v2 is 
considerably different, and has the seemingly correct compile-fail 
tests. I would fix this myself but I don't know whether the different 
set of tests are intentional, or if someone just forgot to merge.
