[boost] [1.34.1] Entire iostreams library outdated in 1.34.0

I've opened Trac ticket #971 against the problem discussed in previous
email under this subject line. I've also developed a patch for it which
I've attached to that ticket.

Note that I think this subsumes ticket #953. I've added a note to that
effect.

Hopefully this can be included in the 1.34.1 release.
