I't s a bug in our build system. In particular, we're not passing the  
compiler through to the "CompileTest" projects used for compile-only  
tests. See, e.g., tools/build/CMake/CompileTest/CMakeLists.txt and  
tools/build/CMake/BoostTesting.cmake.
