Entirely up to you :-)

If you want SVN to perform keyword substitution in the file, then yes enable 
it, otherwise it's no loss if not enabled.  Probably most useful for docs I 
guess, but I can see some folks wanting comments in code like:

// Last revised $Date"

and so on.
