Hello John.

Matthieu's work with <complex.hpp> revealed two trivial errors
in my refactor of cpp_dec_float.hpp. I also performed two
or three additional cosmetic modifications.

The tests all pass. I committed cpp_dec_float.hpp
to the sandbox on Sunday.
