Failures in the inspection script have been tracked back to a cygwin problem.

I did get a run of the trunk inspect script off this morning, but it
may be erratic until this gets straightened out.

If you are a cygwin svn user, and svn is working OK, you might want to
avoid updating your cygwin installation until cygwin fixes this.
