I believe people would care less if a library is standard or not
if there was an easy way to get the library and integrate it in a project.
Most Python and Ruby users have no reluctance into trying a library
because it's so easy to plug one in by copy/paste or by using
pip or gem.
Having a standard library that only provide essential necessities
would be tolerable in such a context.
The other issue with standardising a library is that it seem insanely hard
to update it later for fixes.
