The Steering Committee discussed bpm and mentioned it multiple times to 
Robert. We were/are encouraging the exploration/use of existing tools to 
achieve modularization. Beeman specifically spent some time describing 
bpm and his experience using the tool.

I wonder if bpm got confused with bcp.
