As with rc1, when building with Visual Studio 2015 Update 1, Boost.Python
fails to compile:

compile-c-c++
bin.v2\libs\python\build\msvc-14.0\release\address-model-64\link-static\threading-mult
i\numeric.obj
numeric.cpp
.\boost/python/detail/wrap_python.hpp(50): fatal error C1083: Cannot open
include file: 'pyconfig.h'
: No such file or directory

I do not have Python installed on this particular system and have to use
--without-python to get rc1 and rc2 to build, which wasn't the case with
1.60 and earlier.
