Hi,

I've created this PR to synchronize master with develop for 
Boost.CircularBuffer:

Rene has given the permission to merge in the "[boost] [release] Boost 
1.62 closed for major changes." thread. I would appreciate if someone 
with permissions could merge the PR. Thanks.
