It's a little different here, because you maintain those libraries as
part of the Community Maintenance Team. But other (full-fledged)
authors and maintainers of Boost libraries are free to break C++03
compatibility for their libraries whenever they choose.

They're technically free to do this even if this will break other
Boost libraries. Ideally if they choose to do this, they communicate
it to the maintainers of those other Boost libraries in advance of the
next release, so they can plan accordingly. (i.e. If they want to
retain C++03 support)
