 there is the sentence:

 (except for static libraries built by the gcc toolset, whose names always
 end in .a)

 This is wrong. The mingw toolset makes no exception. Only gcc on cygwin
 does, but it is unclear if cygwin shall be considered windows...

 Recommendation: Simply purge the whole "(...)".
