 The empty_arg_list is defined in the parameter::aux namespace which
 indicates that this class is not intended to be used by users. However, in
 generic code it is often useful to be able to pass empty parameter packs
 to functions when all arguments are optional. Please, make the
 empty_arg_list class public.
