Unless we can think of a reason to name things differently, let's just
stick to lower-case-with-dashes.

Maybe it would make sense to name globals differently, but I'm not
certain of it.
I would say that ENVIRONMENT_VARIABLES should probably be ALL_CAPS, but
that's really imposed externally. We may occasionally use them, but I
hope we're not adding new environment variables as we did in v1.
