Hmm, is Jamrules still relevant? Yes, apparently.
Yikes, I just realized that it has a bunch of flotsam in it, some which
even seems dangerous.
I've just cleaned it out on the RC_1_28_0 branch, and updated the version
number to 1.28.0.

FYI, Rene, you might want to query someone more Unix-oriented than Beman
about whether to make version-number-related changes ;-)
