Hi Andre,
IIRC, LIBRARY_PATH handling was removed from response file, because I figured 
out -l options have no effect in response file. I've moved that handling into 
msvc.jam module. So, if something is broken after upgrade this might be a 
bug, or a problem with Jamfile. Would you mind sending a testcase?
