the <cflags> and <cxxflags> are not _propagated_ features. In your case 
the best solution is next:

using msvc
   :
   :
   : <cflags>{your cflag}
     <cflags>{your cflag}
     <cxxflags>{your cxxflag}
   ;

or

using msvc
   :
   :
   : <compileflags>{your compileflag}
     <compileflags>{your compileflag}
   ;

in your user-config.jam file. see
