[Boost-build] Intel + vc8 ... something needs to be done

hi all,

it seems that there's no special handling for intel based on vc8. I'm 
not sure yet, but I think it tries to link with a static runtime which 
doesn't exist in this configuration:

Fatal error cannot open "LIBCD"
xilink: error: problem during multi-file optimization compilation (code 1)

Furthermore, this warning could be eliminated easily:

icl: warning: option '/Qvc8' or higher used with '/ML[d]' is not supported
