Well, wether a command includes options or not is not universally agreed on.
Importantly, given

        C:/a/b/c/d.exe

path to the executable, IMO, is C:/a/b/c

Further, you can very well provide something like:

        my_gcc_wrapper --time-limit=10 C:/a/b/c/d.exe

as command, which is clearly not a path at all.
