   Seems most of it was me doing something wrong. :-) After adding a 
test-config.jam file with 'using msvc l;' in it, situation got much 
better. After this and running the tests by specifying the exact msvc 
toolset version (msvc-7.1) only 4 tests failed (milestone 12 release).

   Still... are the tests cleaned up before milestone releases? Or are 
some tests expected to fail even for them?

   I'll look into why these failed and report them together with all the 
other things I noted down while playing with this.
