[Boost-build] bjam --clean doesn't update any targets

Hi,

Sometime in the last few days bjam has stopped working on my main 
development machine. When I run

   bjam ... --clean

I always get

   [notes and warnings]
   ...found 1 target...

regardless of which targets have already been built.

I have no boost-related environment variables set. I have tried:

  - rebuilding bjam
  - using the prebuilt windows binary
  - reverting to a pristine user-config.jam

with no success.

Any idea what could cause this? It's keeping me from running my usual 
tests before committing.

Help would be greatly appreciated.
