   I ran the tests on a Windows XP machine using msvc 7.1. and all went 
as expected. Your test passed fine. The only failures are 
default_toolset.py & conditionals_multiple.py, but those same tests also 
fail and give the same results without your changes applied.

   I have not taken the time to review the code, and doubt I will find 
enough time for a while (until next week at the very least) :-(.
