No, but I believe -g3 will appear after -g and will override it.

Well, I believe that both dpkg and rpm will be happy to convert any
installed tree into a package.

No, this is not supported.

Yes. I think if you configure gcc, in you user-config.jam, as:
using gcc : : ccache g++ ;
it should just work. I've did similar with distcc.
