[Boost-build] Rene's 44166 revision commit & toolset version requirements

   Hi Rene.

   Could you tell me what this commit did? Comment said 'Added support 
for toolset requirements at the definition level' but I do not 
understand it completely (at first glance).

   When I saw it I hoped it would solve the failing 
conditionals_multiple.py test but seems it does not... :-(

   Any thoughts on what might be causing that test to fail, i.e. causing 
Boost Build to ignore multiple requirements in case one of those 
requirements is a toolset version?
