Hi,

there is at least one that I know of made by Frank Birbacher:
It has been discussed on this list some time ago [1] [2].

As far as I remember, it provided syntax highlighting and listing of targets 
found in Jamfiles. But it may have improved since then.

If you give it a try, please share your experience about its current state 
here.

Also, if you find some alternative plugins, I'd be happy to hear about them.
