[Boost-testing] Locale support with Codewarrior/Darwin?

Hi,

A number of tests for the iostreams, filesystem, format and possibly other
libraries are failing on Codewarrior/Darwin with linker error messages that make
it look like no locale support is available:

I know on windows, for some versions of CW at least, locale support is only
available with the static runtime. What is the situation with Darwin?
