There are a couple regression testers (Beman and FFT) now using the generic
toolset names like 'gcc'. These generic names are really troublesome for
developers that are trying to mark regression failures and solve problems.
For example, I suspect that Beman is actually running the 'mingw' variant of
gcc which does not support wide characters. I already have date-time marked
for these, but now I might need to go make the same markings for 'gcc'. By
next release there might be an upgrade in this compiler and then I'll have
markings that don't apply.

So...we really need to standardize toolset naming for regression testers.
There might already have been a discussion of ways to do this, but we need to
get this into the instructions for regression testers so we don't keep having
to mark and remark known regressions.
