[Boost-testing] xsltproc for Windows

Just a heads up that the link to 
http://www.meta-comm.com/engineering/boost/xsltproc-win32.zip from the Boost 
web site is broken.  So there's no bbv2 and win32 compatible xsltproc on the 
web at present?
