[Boost-testing] regression.py self-update

Every one of my regression runs ends with a notice that the
regression.py being run is newer than the one in CVS and that it won't
be copied over.  That's a bit confusing, as I simply copied the CVS
one to the root directory where my testing occurs.  Is something going
wrong here?
