In an effort to make this a simple as possible I made new shell script that does all the steps, in a combined manner, of setting and updating the reports. It's at <https://github.com/boostorg/boost/blob/develop/tools/regression/xsl_reports/build_results_all.sh>. Unfortunately in trying to test it I ran into this compile error:
