There isn't any formal set of requirements. The SourceForge downloads are related to Boost releases, so the Release Managers would probably be the folks to decide if something should be added. Boost uses GitHub and other sites too, depending on the content involved.
 

While this isn't a testing related question, I am not sure what mailing list I should direct this question to, and also
perhaps some of the folks on this list might be familiar with the process or might be able to direct me to the correct mailing list.

The main Boost mailing list (http://lists.boost.org/mailman/listinfo.cgi/boost) is a good place to start.
