I wanted to bring to your attention that the Visual C++ version number for v14.1 has seven (7) variants. The exact one depends upon the version of Visual Studio 2017 installed. It is not clear from either the testers or the release notes
for 1.70.0 which Visual C++ 14.1 is being referenced.
