I was having issues like this with msvc-14.0 where I had installed it and then installed visual studio 2017 afterward. my fix was to go back to the visual studio 2015 installer and install the windows SDK.

The logs shows this:

     cl /Zm800 -nologo
@"C:\boost\results\boost\bin.v2\libs\test\test\algorithm-test.test\msvc-14.0\dbg\adrs-mdl-32\thrd-mlt\utils-ts\algorithm-test.obj.rsp"

'cl' is not recognized as an internal or external command,
operable program or batch file.

Thanks!
