Ah, I see what you're talking about now. There is a comment in there
saying that Boost.Test can only be staticly linked, but this is
incorrect. I've opened a ticket on that:

You can use Boost.Test in 4 variants: minimal header, header only,
as a static library or as a dynamic library.
