Well firstly, you need to give g++ a hint about where to find the boost includes, using the -I parameter.

Second, normally includes go like this: #include <boost/numeric/conversion/converter_policies.hpp>

the make file;

OBJS := $(patsubst %.cpp,%.o,$(wildcard *.cpp))
COMP = g++

proj: $(OBJS)
    $(COMP) -Wall -o proj $(OBJS)
 
#-Wall turns on all warnings

clean:
    rm -rf *.o proj
