[boost] 2 new libraries + submission procedures

There are two new libraries on the web site:

    http://www.boost.org/libs/compose
    http://www.boost.org/libs/utility

With these we will try out a new submission process:

1)  The boost.org libmaster will privately resolve any issues with
the submitter via email, and then put the submission up on the site
without links to it.  In effect, and unpublished URL.

2)  The boost mailing list will be notified of the unpublished URL,
so that subscribers can offer feedback on the submission.  

3)  Once any issues are resolved, a link to the submission in a (new)
beta category will be added to the libraries page.

4)  After time passes, and any further issues are resolved, the
submission will be moved from the beta category to the regular
library list.

Comments are welcomed, either on this submission process, or the
libraries themselves
