[boost] Poll open

Okay, the first boost poll is open.  What is supposed to happen now
is a message goes out to everyone explaining how to vote.  At least I
think that is what is supposed to happen.

I ended up supplying the following choices:

  A) .h
  B) .hpp
  C) Don't care but do standardize
  D) Leave it up to library submitter

Choice C was added to allow people to express the position that they
don't care whether .h or .hpp is choosn, but do want to see one or
the other standardized on.

The vote will close on Friday, the 16th, at 4 PM EDT.  A message
should go out automatically informing all of the final tally.
