[boost] boost/operators.hpp now available

Dave Abrahams' boost/operators.hpp with a bit of documentation and a
test/demonstration program is now available on the web site.

[If you happened to download it from the site earlier today, you
might want to download again.  There was some kind of a SNAFU (I
think by the ISP rather than me) and an older version was posted for
a time.]
