Changed namespace of random lib base classes

As discussed a few weeks ago with no apparent opposition, I have
changed the namespace where the basic class templates of my random
number library reside from "boost::detail" to "boost::random".

I've committed the code to the CVS repository.

I am looking forward to seeing the HTML files in the CVS as well
so that I can check in the updated documentation as well.
