compressed_pair/type_traits/VC6

I've posted some more fixes for these today,

compressed_pair now behaves as advertised under VC6 as does is_empty.

is_pointer/is_same/is_array tightened up, now much closer to the "correct"
behaviour, although there is still some ambiguity between arrays and
pointers.
